constants missing closing php tag?

when generating a constants.php file its missing the closing php tag -  is this normal? 

​Is actually good practice to omit the closing tag in any php file, it works the same, but has no chance(even with line feed diffs between systems) of triggering the 'headers already sent' error due to additional whitespace after the closing tag.
